From 1 January 2028, access will be based on a person's functional capacity — how their disability affects everyday life — rather than diagnosis alone. This applies to both new applicants and existing participants, with current participants reassessed over a transition period. A functional assessment looks at how a person's disability affects their ability to carry out everyday activities and take part in meaningful roles. Rather than focusing on deficits, it builds a clear picture of strengths, barriers, and the supports that help someone live more independently — across areas including personal and self-care, domestic tasks, mobility and community access, social participation, education and employment, and cognitive and emotional functioning.
